Planning for FY2027 Healthcare Connect Fund? Here’s What You Need to Know

Securing subsidy through the Healthcare Connect Fund (HCF) doesn’t start when the filing window opens. It starts months earlier.

The HCF is a federal program that provides eligible healthcare organizations with up to 65% subsidy on broadband and network expenses. But like many federal programs, it can be a lengthy process. Before a funding request can be submitted, organizations must verify eligibility, complete a competitive bidding process, and gather supporting documentation.

Taken together, these steps can span several months. Organizations that wait too long often find themselves scrambling to catch up, which is why planning typically begins well before the filing window opens. For FY2027, that planning should already be underway.

FY2027 Healthcare Connect Fund Key Dates

The Healthcare Connect Fund application occurs in multiple stages. Before organizations can submit funding requests, they must confirm eligibility (via Form 460) and complete a competitive bidding process for eligible services (via Form 461). Understanding these milestones is important to ensuring your organization stays on track throughout the process:

  • July 1, 2026: Competitive bidding begins
  • December 1, 2026: FY2027 filing window opens
  • April 1, 2027: FY2027 filing window closes

Why Start Planning Now?

Many healthcare organizations underestimate the preparation required for a successful application. For the Healthcare Connect Fund, funding requests need to be submitted during a specific filing window, but before a funding request can be submitted, organizations need to:

  • Verify eligibility information and submit/update FCC Form 460
  • Complete the competitive bidding process, which involves submitting FCC Form 461 and allowing a minimum 28-day public posting period on USAC’s website
  • Gather contracts and supporting documentation
  • Coordinate with service providers to make sure they’re set up to participate in the program
  • Evaluate upcoming network projects and technology investments early to determine what may qualify for Healthcare Connect Fund support and ensure you don’t miss out on potential funding opportunities

Starting early provides more time to work through these stages, identify potential issues, evaluate funding opportunities, and avoid last-minute delays.

What Services Can Receive HCF Funding?

The Healthcare Connect Fund supports a wide range of connectivity and network-related expenses, including broadband services, internet access, E-Line connectivity, firewalls, routers, switches, and other core and edge network equipment. Many healthcare organizations are surprised to learn that projects they are already planning may qualify for funding through the program. If you’re renewing existing services, replacing aging equipment, or planning a larger network upgrade, it’s worth evaluating what expenses may be eligible before moving forward. Below is a list of common products and services eligible for subsidy:

Because eligibility requirements are complicated, organizations should review their planned projects well before the filing window opens.

Frequently Asked Questions

What types of healthcare organizations are eligible?

Eligibility depends on your facility type, location, and how you’re connected. Hospitals, community health centers, rural health clinics, behavioral health organizations, skilled nursing facilities, and other healthcare providers may qualify. How much funding is available through the Healthcare Connect Fund?

Eligible healthcare organizations can receive up to 65% subsidy on qualifying expenses. For FY2026, the Rural Health Care Program funding cap was $744.2 million. While FY2027 funding levels have not yet been announced, the cap is typically adjusted annually based on inflation, meaning eligible organizations can generally expect a similar level of funding to be available.

How do I apply for the Healthcare Connect Fund?

The application process typically includes verifying eligibility, completing competitive bidding requirements, submitting funding requests, and responding to any follow-up inquiries from USAC. Because the process spans several months and includes multiple forms and deadlines, many organizations begin planning well before the filing window opens.

When should I start preparing for FY2027?

Organizations can begin preparing for FY2027 at any time. Many start by reviewing eligibility requirements, updating or submitting FCC Form 460, evaluating upcoming network projects, and identifying services that may qualify for funding. Competitive bidding for FY2027 begins July 1, 2026, but organizations that complete preliminary planning before then are often better positioned to move quickly once the process begins.
